CWDS Glossary

The CWDS Glossary includes a List of Acronyms and defined terms captured from various models, reports, and other artifacts pertaining to the Child Welfare System – California Automated Response and Engagement System (CWS-CARES) Project. The Glossary standardizes terms used across the various project disciplines; each term is defined with its meaning specific to the project domain.

Identity and Access Management (IAM)

Identity and access management (IAM) is the discipline that enables the right individuals to access the right resources at the right times for the right reasons. By employing various IAM technologies CWS-CARES users can be "Authenticated" (confirms that you are who you say you are) and "Authorized" (You are given access to the features and functionality you need to perform your job).

Impact Advisory Decision Board (IDB )

The Impact Decision Board will provide input, advice, direction and final decision on request for change proposals that impact scope, schedule or cost to a milestone. While Atlassian Governance Council (AGC) and Delivery Central (DC) make decisions on impacts to product and sprints and Architecture Review Board (ARB) makes decisions on impacts to technology and architecture, the benefits of the IDB will eliminate the decision and escalation gap between the project teams and ELT which will bring more control and transparency to the project, leadership, oversight, and stakeholders.

Impediment

Anything that keeps the team from getting work done and that slows velocity.

Implementation Advanced Planning Document (IAPD)

a written plan of action requesting Federal Financial Participation (FFP) to acquire and implement information system (IS) services and/or equipment. The Implementation APD includes the design, development, testing and implementation phases of the project.

Incident (Security and ITIL)

Security: A violation or imminent threat of violation of computer security policies, acceptable use policies, or standard security practices. An occurrence that actually or potentially jeopardizes the confidentiality, integrity, or availability of an information system or the information the system processes, stores, or transmits or that constitutes a violation or imminent threat of violation of security policies, security procedures, or acceptable use policies. ITIL: An unplanned interruption to an IT service or reduction in the quality of an IT service.

Incremental Builds (IBs)

Part of the CWS-CARES project’s solution development methodology that requires the Contractor* to deliver incremental infrastructure and System* functionality on a pre-determined schedule in the form of Software* builds.

Independent Advisor (IA)

The Independent Advisor will independently assess CWS-CARES CCWIS compliance, monitors project progress, and adherence to goals and end user needs. Responsible for conducting an initial and ongoing reviews of the project's strategy and how the project could deliver the CWS-CARES at reduced costs more quickly. Presents recommendations to project stakeholders and governance bodies.

Independent Living

Education and services that help youth transition successfully from foster care to independent living. Services range from basic living skills (e.g., employment, set up bank account, transitional housing) to career development skills.

Independent Living Program (ILP)

Defined in Section 477 of the Social Security Act as the program administered by counties with oversight by the Department to provide services and activities as described by a child’s Transitional Independent Living Plans (TILPs) to assist eligible children up to the day prior to their 21st birthday to prepare them to live independently upon leaving foster care (CDSS Manual of Policies and Procedures).

Independent Project Oversight (IPO)

The Office of Statewide Project Delivery (OSPD) Project Approvals and Oversight (PAO) is the group within the California Department of Technology (CDT) that carries out the responsibilities under Government Code §11545 and §11546 to establish and enforce information technology (IT) policies and provide approval and oversight of IT projects. To accomplish approval and oversight of IT projects, the OSPD PAO uses Independent Project Oversight (IPO) to assess project management processes, deliverables (e.g., plans, schedules, scope, risks, and issues), and a project’s overall health.
