CWDS Glossary
The CWDS Glossary includes a List of Acronyms and defined terms captured from various models, reports, and other artifacts pertaining to the Child Welfare System – California Automated Response and Engagement System (CWS-CARES) Project. The Glossary standardizes terms used across the various project disciplines; each term is defined with its meaning specific to the project domain.

Foster Care
The term used for a system in which a minor has been placed into a ward, group home, or private home of a state-certified caregiver referred to as a "foster parent."
Foster Care Eligibility and Determination (FCED)
California’s solution to support the Title IV-E eligibility process is known as the Foster Care Eligibility Determination (FCED) module. This module includes both a data preparation service and a Business Rules Engine (BRE). The FCED module will be developed and maintained in the California Statewide Automated Welfare System (CalSAWS), which is currently under development with an anticipated deployment of December 2023. There will be a robust interface of data between the Child Welfare Services-California Automated Response and Engagement System (CWS-CARES) and CalSAWS.
Foster Child
A child placed in an out of home placement or in independent housing under the care, custody and control of a child welfare or probation agency.
Foster Family Agency / Agencies (FFA)
Agencies organized and operated on a non-profit basis that engage in recruiting, certifying, training, and supporting foster parents and finding temporary or permanent placements for children who may require more intensive care.
Foster Family Agency Sub Office (FFA Sub Office)
Any additional office set up by a Foster Family Agency to supplement the services provided by the administrative office of the agency.
Foster Family Home (FFH)
Any residential facility providing 24-hour care for six or fewer foster children in the residence of the foster parent(s). The placement may be by a public or private child placement agency, court order, or voluntary placement by a parent, parents, or guardian.
Freeing Action
The point where all legal parental rights to a child have been addressed for each parent that has legal standing. Termination of parental rights may occur through court action or voluntary relinquishment.
Full Load Conversion Testing (FLC)
Testing that provides an opportunity to assess all aspects of a data conversion effort including data readiness (e.g., success of the data cleanup activities, completeness and interrelationships of data) and data transformation (e.g., how successfully data will convert into and interrelate within target data structures). The FLC tests will be conducted for each individual location or organization a few months prior to their scheduled implementation event. The FLC is a consolidation of all of the location-specific data cleanup and conversion components (e.g., extract, transform, and load) after they have been developed and individually tested.
