CWDS Glossary

The CWDS Glossary includes a List of Acronyms and defined terms captured from various models, reports, and other artifacts pertaining to the Child Welfare System – California Automated Response and Engagement System (CWS-CARES) Project. The Glossary standardizes terms used across the various project disciplines; each term is defined with its meaning specific to the project domain.

Evaluator Manual

The purpose is to: (DEFINITION IS MISSING)

Evidence Based

Validate that sets of Milestones work together holistically to cover all child/family pathways through the system and all special populations (e.g., ICWA, CSEC. families receiving prevention services)

Evident Change

Demonstrate to core constituents that we are acting on their feedback, especially regarding the usability of CARES at transitions (integration points) between Milestones (between Case Management and Eligibility, for example).

Exclusion Action

Exemption

EUST will follow test scenarios and use managed test data in the Staging environment. Each EUST period has a corresponding Hardening sprint and Validation period.

Exploitation

Forcing or coercing a child into performing functions which are beyond his/her capabilities or capacities, or into illegal or degrading acts. The term also includes sexual exploitation as defined by Penal Code Section 11165.1(c).

Extended Foster Care (EFC)

Assembly Bill 12 was signed into law on September 30, 2010 and took effect on January 1, 2012. AB 12, and the subsequent AB 212, implement provisions of the Federal Fostering Connections to Success and Increasing Adoptions Act of 2008 (PL 110-351) to improve outcomes for youth in foster care. A provision of the Federal Fostering Connections to Success law permits states to extend title IV-E assistance to eligible child welfare or probation youth that remain in foster care up to age 21. California has opted to extend assistance up to the age of 19 in 2012, age 20 in 2013, and may go up to age 21, depending on additional money being appropriated by the Legislature in 2014. AB 12 affects many areas in child welfare such as, Kinship Guardianship Assistance Payment (Kin-GAP), Aid to Families with Dependent Children – Foster Care (AFDC-FC), the Transitional Housing Programs, and Adoption Assistance Payments (AAP).

Extended User Scenario Testing (EUST)

This approach gives core constituents the opportunity to work through (hands-on) long-running child welfare scenarios that span multiple Milestones and Service Areas. The purpose is to: - Validate that sets of Milestones work together holistically to cover all child/family pathways through the system and all special populations (e.g., ICWA, CSEC. families receiving prevention services) - Demonstrate to core constituents that we are acting on their feedback, especially regarding the usability of CARES at transitions (integration points) between Milestones (between Case Management and Eligibility, for example).
