CWDS Glossary
The CWDS Glossary includes a List of Acronyms and defined terms captured from various models, reports, and other artifacts pertaining to the Child Welfare System – California Automated Response and Engagement System (CWS-CARES) Project. The Glossary standardizes terms used across the various project disciplines; each term is defined with its meaning specific to the project domain.

State Data Center
California Department of Technology, Office of Technology Services. Provides application hosting services, standardized server and operating system configurations, deployment, management, and administration of software applications including middleware and databases, storage, networking, and disaster recovery.
State Data Exchange (SDX)
SDX is a batch data exchange that provides Title 16 data to states that administer federally funded income and/or health maintenance programs.
Statement of Facts (SOF)
A CCLD form sent to the CDSS Legal Division to request an administrative action be initiated against an applicant, licensee, or individual. The SOF identifies a facility or home and its licensee, summarizes the violations and evidence, and lists the witnesses who might testify.
Statement of Issues
The legal pleading which outlines the Department’s position that an application should be denied. A person or entity who is denied licensure after submitting an application has appeal rights and is entitled to have their case heard before an administrative law judge.
Statement of Work (SOW)
The document that captures and defines all aspects of your project. You’ll note the activities, deliverables, and timetable for the project. It’s an extremely detailed document as it will lay the groundwork for the project plan.
State Verification and Exchange System (SVES)
A Social Security Administration (SSA) system that returns citizenship verification status when available in SSA records.
Statewide Automated Child Welfare Information System (SACWIS) Compliant (SACWIS)
A state’s system that meets all SACWIS mandatory requirements throughout eight business categories. These requirements were superseded by the Comprehensive Child Welfare Information Systems regulation that took effect 8/1/2016.
Statewide Automated Welfare System (SAWS)
A system that stores information necessary to make eligibility decisions for a variety of benefit programs. Currently SAWS is being operated through three (3) Consortia:
Los Angeles Eligibility, Automated Determination, Evaluation and Reporting (LEADER) Consortium,
Welfare Client Data System (WCDS) Consortium (also known as CalWIN), and Consortium IV (C-IV)
Statewide Information Management Manual (SIMM)
The Statewide Information Management Manual (SIMM) Sections 05 through 80 and Sections 5300 et seq. contain standards, instructions, forms, and templates that State agencies must use to comply with Information Technology (IT) policy. If there are questions about any of this material, please contact the California Department of Technology IT Project Oversight Division (ITPOD) manager who is assigned to your Agency/state entity.
Statistical Analysis System (SAS)
A software suite that can mine, alter, manage, and retrieve data from a variety of sources and perform statistical analysis on it.
