CWDS Glossary
The CWDS Glossary includes a List of Acronyms and defined terms captured from various models, reports, and other artifacts pertaining to the Child Welfare System – California Automated Response and Engagement System (CWS-CARES) Project. The Glossary standardizes terms used across the various project disciplines; each term is defined with its meaning specific to the project domain.

Child Welfare Services/Case Management System (CWS/CMS)
The current CWS/CMS is a legislatively mandated statewide application implemented in 1997 based on the CWS business needs and practices at that time. The system was originally developed to meet the needs of users to assure the safety, permanency and well-being of children at risk of abuse, neglect or exploitation. It is used by each of the 58 county child welfare and probation agencies, Title IV-E tribes, and the State*.
Child Welfare Services/Case Management System (CWS/CMS) Application (CWS/CMS)
All software used to implement the CWS/CMS requirements without regard to the level or tier of the CWS/CMS architecture hosting the CWS/CMS Application.
Child Welfare Services New System (CWS-NS)
CWDS is developing a new technology platform and set of digital services that will be rolled out and trained incrementally over the next few years. This term is no longer used, but can be found in older project documentation. See CWS-CARES for current terminology used.
Child Welfare System Branch (CWSB)
Is the program sponsor of the CWDS organization, and the branch is responsible for the development and implementation of the CWS-CARES. The branch's primary function is to ensure compliance of the CCWIS requirements, and that CWS-CARES is developed. There are four main areas that CWSB supports: 1) Administrative Oversight Unit; 2) Information System User Resource Unit; 3) Information System Regulations Support Unit; 4) Information System Business Requirements Unit.
Civil Penalty
A fine assessed by the Licensing Agency against the licensee or unlicensed operator of a facility for failure to comply with applicable laws and regulations.
Classification
The action of categorizing people, things, ideas or objects into groups so that they are recognized, differentiated, and understood.
Client
The identified children receiving Child Welfare Services and any person associated with that child who is also identified.
Client and Service Information System (CSI)
Collects client-level service utilization data about California's county mental health programs.
Client Death Reporting
Internal application is used to record client deaths that occur in a State licensed facility.
Client Index Number (CIN)
The primary key of California’s Tracking Recipients Across California (TRAC) system. The number is supplied from the data created in the Statewide Client Index (SCI).
