CWDS Glossary

The CWDS Glossary includes a List of Acronyms and defined terms captured from various models, reports, and other artifacts pertaining to the Child Welfare System – California Automated Response and Engagement System (CWS-CARES) Project. The Glossary standardizes terms used across the various project disciplines; each term is defined with its meaning specific to the project domain.

Hotline Contact

Information associated with the initial screening of either a static (e.g., email, fax, Suspected Child Abuse Report, voice mail) or interactive (e.g., telephone call, in person) communication with a child welfare agency.  Screening of the communication by an agency’s hotline or central receiving unit allows staff to determine how to route the communication (e.g., county staff, county services or whether a reported incident requires further assessment as to whether it is a possible instance of Child Abuse Neglect or Exploitation (CANE). 

Human Resources Division (HRD)

Branch of OSI responsible for all aspects of Human Resources management, many of which are of the highest priorities to employee and their families. These include processing pay and salary determinations, employee and family benefits, disability and FMLA (Family Medical Leave Act) benefits, EEO (Employee Equal Opportunity) issues, and oversight and processing of the hiring of new employees. To do this work, Human Resources must work closely with state employees, OSI management, OSI Attendance Clerks and HR Liaisons, and multiple state departments including the State Controller’s Office (SCO) and the Employment Development Department (EDD).

Hybrid Training Approach

This approach optimizes training delivery by capitalizing on both the vendor’s expertise in CARES and the Orgs/RTAs CWS/CMS and county experience. It leverages benefits of each training organization/team and can be customized to meet the needs of each Organization (Org), providing an optimal training delivery approach. This enables training tailored to meet the needs of Orgs based on Org and Regional Training Academy (RTA) trainers’ knowledge of and experience with Orgs.
