Non-Minor Dependents (NMD)
Youth who decide to remain in foster care after their 18th birthday, or who have signed a SOC 163 Voluntarily Re-Entry Agreement up to age 21 are referred to as Non-Minor Dependents (NMDs). Pursuant to the Welfare and Institutions Code (W&IC) a NMD is defined as a youth that meets the following criteria:
•Has reached 18 years of age while under an order of foster care placement by the juvenile court.
• Is in foster care under the placement and care responsibility of child welfare, probation, an Indian tribe, consortium of Indian tribes, or tribal organization.
•Has a Transitional Independent Case Plan (TILCP)
